MOHURD Publishes First Best Practices for Green Building Materials Adoption

Abstract:
In February 2026, the General Office of China’s Ministry of Housing and Urban-Rural Development (MOHURD) issued the Replicable Best Practices List for the Promotion and Application of New Building Materials (First Batch). The document systematically summarizes mature mechanisms and innovative measures adopted across different regions in areas such as policy guidance, institutional mechanisms, technical support, and innovation-driven development. Key practices include implementation of government procurement policies, establishment of digital green material verification platforms, and advancement of industrial chain “chain leader” mechanisms, providing practical guidance for the nationwide development of green building materials.

 

In February 2026, the General Office of MOHURD officially released the Replicable Best Practices List for the Promotion and Application of New Building Materials (First Batch), comprehensively reviewing proven mechanisms and innovative initiatives implemented by local governments in promoting new building materials—particularly green building materials.

 

The document serves as a valuable practical guide for the development of China’s green building materials industry. Covering multiple dimensions including policy guidance, institutional mechanisms, technical support, and innovation development, the list is not only a summary of past experiences, but also an important reference point for industry participants seeking to understand future market access directions and business growth opportunities.

 

Policy Guidance: Legal Frameworks Strengthen Institutional Support

Several regions have strengthened institutional guarantees for green building materials through legislation and regulatory frameworks.

  • Beijing issued the Beijing Green Building Development Regulations, promoting the application of high-quality green building materials and the construction of green supply chains.
  • Hunan Province released the Hunan Green Building Development Regulations, explicitly requiring the use of green building materials throughout all project stages. Responsible parties failing to meet requirements are subject to penalties.
  • Fujian Province introduced the Fujian Green Building Development Regulations, promoting energy-efficient windows, new wall materials, and other green construction products.

 

Market Access: Government Procurement and Digital Platforms Become Key Entry Points

Implementation of government procurement policies and digital verification platforms has emerged as a critical mechanism for expanding market adoption.

  • Shandong Province expanded policy implementation to all 16 prefecture-level cities, achieving full coverage of green building material application in government procurement construction projects.
  • Shandong, Henan, and Yuxi (Yunnan Province) have established green building material databases or verification service platforms.
  • Qingdao’s “Green Building Cloud” Platform has realized full-process digitalization covering transaction, testing, and regulatory supervision.
  • Fujian Province established a dedicated “Green Building Materials Pavilion” within its government procurement online marketplace, enabling procurement units to compare products across multiple dimensions.

 

Coordination Mechanisms: Industrial Chain “Chain Leader” System Accelerates Development

Multiple regions have established industrial chain coordination systems through the implementation of a “chain leader” mechanism, designed to centrally coordinate industrial development.

  • Henan, Sichuan, and Tibet have established green building materials industrial chain chain leader systems, with provincial-level officials serving as designated leaders responsible for cross-departmental coordination.
  • Henan has formed a dedicated task force involving 14 provincial-level departments, developing targeted action plans for sectors including:
    • Building envelope systems
    • Thermal insulation materials
    • Windows and curtain walls

 

Technical Support: Standards and Innovation Strengthen Industry Foundations

Many regions are strengthening technical foundations through enhanced standards and innovation promotion.

  • Beijing requires, under its High-Standard Residential Construction Commitment Letter, the use of building materials certified under Three-Star Green Building Material Certification standards.
  • Shandong Province issued the Guidelines for the Promotion and Application of Green Building Materials in Shandong Province (Trial), clearly defining requirements and calculation methods for green building material usage ratios across project stages including design, drawing review, construction, and acceptance.
  • Chongqing, Fujian, Henan, Sichuan, and Qinghai have also introduced technical guidance documents for calculating green building material application ratios, effectively addressing practical industry questions such as:
    • “How much green building material should be used?”
    • “How should green building materials be applied in construction projects?”

These technical documents provide important operational clarity and improve implementation efficiency.

 

Overall, the release of this first batch of replicable practices marks an important milestone in standardizing and scaling the promotion of green building materials across China. By transforming local pilot experiences into national reference models, the policy framework is expected to accelerate green transformation throughout the building materials industry while supporting China’s broader low-carbon development goals.
